  Gates on Lincoln Visitor Moorings

A check has been carried out on the CLC gates at the Lincoln visitor moorings. All have BW/CRT locks and all are working.

 

 

 

  Bardney Lock gates do not shut properly

The repair of these gates has been discussed and the team do not know what else they can do to improve the situation and as such a decision has been made to bring forward the replacement of the gates to 2017/18.

 

 

 

  Towpath between West Stockwith & Misterton

No works have been completed as yet. There is an estates issue to resolve from the gate to the lock, but works could be carried out from the road to the gate.

The Dawn Rose now has a licence.

 

 

 

  Trees in Newark Dyke

SM confirmed that buoys has been installed to mark the locations where the trees had been cut and there had been no reports of incidents since.

 

 

  Is the bridge at Bardney coming out / will a bollard be provided

SM confirmed that the project to remove the bridge was in the plan to be done this winter and bollards would be installed after this.

  Visitor moorings on the Brayford Pool – Concerns from fellow boaters about this situation (BJ)

SM agreed to continue to discuss this with the City of Lincoln Council and the Enterprise team will continue to seek funds for this.

 

 

 

 

 

  West Stockwith Moorings – who manages the moorings outside the club? (MS)

SM confirmed that the spaces outside the club are allocated to members of the club who then contact CRT to arrange payment to CRT for the mooring.

 

 

 

  Paddle at Torksey Lock (RR)

SM confirmed the works to the paddle were planned for the 25th October to coincide with the EA works.

 

 

 

 

 

2 National & Local Update

 

New area – SM described the new sections of waterway that were now part of the East Midlands (T&M up to Dove Aqueduct and the Soar and Grand Union down to Kilby). The integration of the new patch was under way.

 

Long Eaton Open Day – 410 people attended the Long Eaton lock open day on the 2nd October.

 

Nottingham Canal Festival – 2400 people attended the Nottingham Canal Festival on the 1st October, although the rain essentially ended the event at 3pm.

 

Moorings Meetings – The moorings team are available to attend special meetings at any mooring site upon request

 

Winter Moorings – Winter moorings around the East Midlands are now available to be booked

 

Norwood Tunnel ‘special’ Open Day – 34 guests were invited to attend the opening of Norwood Tunnel on the 23rd / 24th August.

 

Volunteers – With the growth of volunteering across the East Midlands Waterway, the waterway are looking to restructure their team to better support volunteering.

 

Turnerwood Open Day – An open day, date to be confirmed, is planned for February (now 11th & 12th March) 2017. SM suggested that the Trust work with CCT to make the event as big as possible and to include suitable local groups e.g. Shireoaks primary school, parish councils and local pubs / tea rooms (e.g. Laura’s, the Parish Oven and Turnerwood ice cream parlour)

 

Winter stoppages – now published on the Canal & River Trust website: https://canalrivertrust.org.uk/notices/winter. In the northern area there are 5 on the Chesterfield Canal and 1 at Boston

 

Arts council – the Canal & River Trust has signed a Memorandum of Understanding with the Arts Council, with the aim of stimulating high quality, socially engaging contemporary arts projects and events connecting communities along waterway corridors. We welcome any suggestions for groups to work with or projects to take forward.

 

Misterton / dog fouling – Misterton Parish Council are keen to tackle the problem of dog fouling on the towpath. An approach is to be developed working with all local parties.

 

CH canal rangers – the group is running monthly events supported by the Canal & River Trust’s Customer Operations team e.g. lock painting at Turnerwood and vegetation management. There is the potential for the group to extend towards Drakeholes, where a new base could be developed.

 

Signage – signage along the Fossdyke and Witham has been audited with a view to updating and simplifying signage where necessary. New visitor information signs will be put in at suitable locations e.g. visitor moorings and destinations.

 

Southrey visitor moorings – a wildflower planting project led by Partnership member Shirley Rogers is underway; groups are welcome to assist with the planting this autumn.

We’re currently reviewing all Waterway, visitor mooring & navigational signage along the Fossdyke & Witham, and will be updating & replacing all old style signage.

 

East Midlands Stoppages in the South

 

Long Eaton Lock (Bottom gate replacement) – Direct Services team currently onsite

Along with Aylestone Mill, Dunns Lock & Bishop Meadow Lock stoppages all due pre Christmas 2016.

DA said he was disappointed with the performance of the enforcement team with particular reference to the speed of action taken. SM had data from Jane Lee which he read out to meeting which illustrated the volume of work taking place but reiterated that we are unable to change the rules which control how we manage enforcement actions.

 
  Has the lock landing at Meadow Lane been repaired? (SB)

SM confirmed it was still in the plan for this winter.

 

 
  Is the sunken craft still at Nether Lock? (SB)

SM confirmed it had been removed on the 25th August.

 

 
  Has the water level issue on the Erewash been resolved? (SB)

SM confirmed that it had. Works had been carried out to the sump pond at Trent Lock and to the feeder at Langley Mill and with a bit more rain of later, things had returned to normal.

 

 
  When will the Lincoln Facilities refurbishment be complete? (SB)

SM confirmed it was in the plan for next year.

 

 
  Why have new locks been fitted at Lincoln Facilities which don’t fit CRT keys? (SB)

SM understood that the locks were not working for very worn or fake CRT keys and new ones had been issued to resolve the problem.

 

 
  What is the feedback for weed cutting on the Lincoln Moorings? (SB)

SM had received no feedback as yet.

 

 
  Any news on the Brayford South Footpath access? (SB)

SM had not had any update since he had seen the drawings submitted for planning permission which showed a path around the water’s edge.

SM confirmed that the contractors had spent 106 days cutting weed on the Chesterfield this year and continued to do so. SM agreed to ask the contractors to avoid placing weed on fishing pegs

DG responded that there had been issues reported and that the team had attended site to rectify the problems.

DG has checked the data and discussed this with the engineers. The situation will be monitored.

West Stockwith SM has tried to arrange a meeting with WSYC to discuss the waterpoint and other matters and will continue to try. No communication has been received from the Yacht Club. SM will await correspondence. WSYC have put in their own water point.

Trees in Newark Dyke SM confirmed that works to address some of the Trees in the Newark Dyke had been completed, but LR commented that the works had left a dangerous situation in that there were still parts of the trees below water. SM to take this issue up with the contracts team

Scouts & Water Ski Clubs Wayne Ball from CRT has recently contacted JM about a possible session to encourage the Scouts into water skiing.

Is the bridge at Bardney coming out / will a bollard be provided
SM confirmed that the project to remove the bridge was in the plan to be done this winter. RR asked for it to remain on the minutes so it can be followed up.

Plans for dredging the winding holes on Chesterfield
DG has measured the winding hole at Turner Wood and agrees it is slightly shorter than our standard and has raised a notification to have these works done. It may be as simple as moving coping stones. HR to advise DG the next dates that the Dawn Rose is passing.
The winding hole at Gas St Bridge / Grove Snooker club has been assessed by DG and he agrees some work is needed. A notification has been raised for these works but as yet there are no dates for this work.

Bollards missing at Misterton
DG confirmed that the bollards probably had been removed but that we had no plans to reinstate them.

Fluctuations in the water level at West Stockwith
DG confirms that the team have checked the cill twice and found little debris present on either occasion. West Stockwith moorers present at meeting confirmed no recent issues in basin with water levels.

Speeding boats on the Fossdyke (near old fertiliser plant)
SM has raised a notification for this. No other reports received.

Grass Cutting at Lincoln
SM has raised the issue of the poor quality of grass cutting with the contracts team. SB will update SM after the first cut in April if there is no improvement

2 National Update
Operational buildings – SM advised that he would be interested in speaking to anyone with ideas on how we could use some of our spare operational buildings around the waterway – particularly at West Stockwith.

EA Navigations – The Environment Agency (EA) and Canal & River Trust have established a joint working group to explore different options for running the 620 miles of EA-managed river navigations. It still remains the Government’s ambition to transfer the EA’s responsibility for navigation of the rivers to the Trust, subject to affordability and approval by the Trust’s Board and the Minister. This will help realise the benefits of a sustainable navigation and give the public greater involvement in the running of the waterways. The working group will begin with an information and data gathering exercise looking at all of the EA’s navigations, including: the non-tidal River Thames; the River Wye; the non-tidal River Medway; the East Anglian navigations and Rye Harbour. The next step will be to investigate the various potential options required for such a complex move and to understand the aspirations and views of users. No decisions have yet been made on the details of a potential move, however the EA, the Trust and Defra are committed to finding a sustainable future for the EA’s river navigations and to working with the communities who use them.

Festivals – SM confirmed that there were three festivals planned in the East Midlands for the coming summer.

Lincoln University – we recently met the Deputy Vice Chancellor with the aim of starting a relationship with which we hope to see staff and students volunteering and possibly some project work from students in the fields of tourism, heritage and bio-diversity.

Winding Hole survey – we would be happy to receive your comments on any winding holes as part of a survey to assess their condition.

Witham dredging – We are currently dredging on the River Witham as part of a £530k investment.

Saxilby – We have recently met with Saxilby Parish Council who are keen to improve their village and see the moorings as an integral part of this. We are working to improve the site with a tidy up of signage and the installation of interpretation boards and hope to follow it up with a volunteer day in the spring. The works will hopefully include bringing the road side moorings back into use.

Flood appeal – our appeal to raise funds following the recent floods in the north of the country has raised £72,000 and volunteers have provided many hours of work as well.

HS2 select committee – Their 2nd report provides “more protection for canals” and is available on their website

Our Winter open days have been attended by 15,000 visitors around the country. We are considering open days at Bracebridge Lock and Long Eaton Lock in the coming year.
We are working at Harthill reservoir, spending £479k on the auxiliary spillway and draw off tunnel as part of measures to improve safety.

Adoptions – SM confirmed that the East Midlands were about to sign up their 17th adoption and were always looking for opportunities to engage with communities to agree more adoptions. We have agreed our first “Million Hands” Scouts adoption and are working on a second on the Notts-Beeston Canal. The scheme links local Scout groups up with one of the Million Hands charity partners (Alzheimer’s Society, Guide Dogs, Leonard Cheshire Disability, Mind, WaterAid) to carry out activities as part of an adoption (for more information: https://canalrivertrust.org.uk/about-us/ourwork/youth-social-action/a-million-hands) We are always keen to hear about new groups who might be interested so if anyone has links either with local Scout groups or with any of the 5 charities please let us know.

(Not mentioned at the meeting) – We will be leading a guided walk from Southrey on the River Witham as part of the Lincolnshire Heritage Open Days programme – this year’s theme is natural heritage. After the walk there will be an opportunity to help plant wildflowers adjacent to the visitor moorings to provide much-needed nectar sources for insects and to help improve the appearance of this stretch of river bank. The walk is on Thursday 8th September starting at 6:30pm from the Riverside car park, Southrey.

Direct Services Team Feedback – Works have been completed to Morse lock

No detailed programme of works for next year has been received.

Lock Planned Preventative Maintenance (PPM) – DG asked the users for their experience and comments on our maintenance regime. It was generally considered that the two visits a year were about right. An interim 3 month greasing during the summer period to be trialled on the Chesterfield Canal to determine if there is any effect.

Whitsunday Pie Lock – brickwork is leaking badly on the tail at the towpath side of the lock. Are there works planned to fix this? (HR) There is a programme of lock grouting planned for the coming financial year and SM has asked for this lock to be included in that programme.

Visitor moorings on the Brayford Pool – Concerns from fellow boaters about this situation (BJ)
There was a lengthy discussion on the availability of visitor moorings in Lincoln. The Brayford Trust have some that were used by around 400 visitors last year and CRT have extended their visitor moorings on the approach to the Pool. Although we would all like to see more moorings, and ideally on the north side of the Pool, such works come with a price tag and as yet no source of funding has been found for this work. The Brayford Trust have many plans but they are limited by their boat income. SM agreed to contact the City of Lincoln Council on this issue, to see if section 106 money could be allocated and use the prospect of the Lincoln festival to persuade the council on the need for more moorings. SM to ask the Enterprise team to take this forward.

West Stockwith Moorings – who manages the moorings outside the club (MS)
Although these moorings do not come under the remit of the waterway, SM had assumed they were managed by WSYC, but SM to check. (After meeting note – The spaces outside the club are allocated to members of the club who then contact CRT to arrange payment to CRT for the mooring. This is the only agreement of its kind in the country that we are aware of. To date 9 of the 12 places are allocated)

Paddle at Torksey Lock (RR)
RR expressed concern that the paddle at Torksey would be out of action until September and if the remaining one fails, it would close the Lock. SM to ask for these works to be brought forward.

West Stockwith SM has tried to arrange a meeting with WSYC to discuss the waterpoint and other matters and will continue to try.

Navigation on the River Witham in Winter SM confirmed that dredging will take place on the River Witham this winter but it will not extend past the Witham navigation itself i.e. not up the Slea or the Bain.

Car Parking at Lincoln The two sheds are in the plan to be demolished in the coming financial year.
River Trent Dredging Lock tail dredging is planned for the River Trent in the winter of 2016/17.

Meeting with Richard Parry This was held in May at the Pyewipe Inn.

Dredging on the River Witham SM confirmed that the dredging would commence in early 2016 Gates on Lincoln Visitor Moorings SM to replace lock on CLC gate at the Lincoln visitor moorings.

Moorings north of Stamp End Lock Signs have been installed on the EA wall north of Stamp End Lock indicating stay times.

CCTV needed at West Stockwith This is on the list of tasks to be done, but is not a high priority.

Speeding cyclists in Nottingham Signs and markings to be installed this coming winter on the towpath.

More use of the River Trent Four methods of trying to encourage more use of the River Trent have been agreed: More publicity of the Charts, Creation of Videos or Apps, Use of Google Maps, setting up a Buddying system.

On this last point, SM asked for ideas from the meeting – it was suggested that a buddying system could be set up on Facebook, using lock keepers and using the websites of other organisations.

Newark Town Lock open day SM confirmed the dates of the Newark Town Lock open day as the 7th and 8th November and teas and coffees would be available on site.

Towpath between West Stockwith & Misterton

No works have been completed as yet but SM and DG would take a closer look at this issue to determine what was needed.

Diesel at West Stockwith SM looked into the Diesel price at West Stockwith and it is now considered to be at a reasonable price.

Installation of additional moorings rings at West Stockwith Visitor Moorings DG to review & action works as required.

Dawn Rose Licence HR said he would check this with Michael Edwards and get back to SM if there were any issues.

Toilets at Newark Town Lock SM confirmed there were no plans to reopen the toilets and limited customer feedback on this issue. Any development would require external funding. Mooring Rings outside the Gate Inn DG confirmed they were ours and on CRT land and he has also moved the visitor mooring sign.
John Blashkin has been added to the Southern User Group list of attendees.

Trees in Newark Dyke SM confirmed that works to address some of the Trees in the Newark Dyke would be done this winter.

SM confirmed that Vince Moran would be leaving at Christmas and that no details had been agreed on his replacement. Since the meeting it has been confirmed that Ian Rogers, currently Head of Customer Services, will become Director of Customer Service and Operations and in addition to his current responsibilities, the Waterways Managers will move across to report to him. SM explained that the waterway had been experiencing some problems with water levels at the top of the Chesterfield. This was due in part to some works needed to Harthill Reservoir which had been delayed due to access issues.

SM advised the group that the APM had recently been held at Lincoln University and had seemed to go very well. SM confirmed that Tony Hales had stepped down as Chair and had been replaced by Alan Leighton. CRT have set up the Million Hands project with the Scouting Association aimed at giving scouts the opportunity to take part in some social action activities. Any local scout group can take part so the group members can forward ideas to SM. JM advised that he was willing to arrange some form of session with the Scouts through the waterski club. SM to advise them. SM advised the group that winter moorings were now available to be booked at a number of sites in the East Midlands. SM advised that the EA are to install some fish habitats between Stamp End and Bardney on the edge of the river. They are also doing some work on the edge of the river between Antons Gowt and Bardney, installing rip rap.

Ranby Cutting – Towpath bankside erosion pockets, localised minor repairs to soft bank edging at 10 locations.

River Trent Cromwell Lock – Concrete repairs to lockside area’s and both approaches, along with fender replacements and repairs to the downstream dolphins completed.
Hazelford Lock – Concrete repairs to the chamber lock sides completed, lowside approach concrete repairs underway.
Stoke Lock Visitor Moorings – Re decking of visitor moorings access ramp, wooden decking replaced with GRP decking.
Visitor Mooring access & ramp barrier fencing installed to floating moorings at 3 sites – Cromwell, Newark – Kiln & Stoke.

Review of Water Ski arrangements at Laneham (David Kent)
Nobody was available to discuss this from the anglers perspective.
JM raised the issue of anglers using stronger lines and longer rods at Marnham and this had resulted in 4 incidents that could have had serious consequences
IP raised similar issues at Laneham water ski club, with 2 reports of conflict between anglers and waterskiers.
SM advised that he had tried to contact the angling clubs in these areas in the past but had struggled to make contact. He further advised that if it was felt that any particular actions were deliberate and dangerous, it could be a police matter.
Is the bridge at Bardney coming out / will a bollard be provided (Shirley Rogers)
SM confirmed that the project to remove the bridge had been delayed as the Army Reserve had pulled out. SM had asked for it to be put back on the list for next year.
It was suggested that a boat rake is installed at Bardney Lock (with a BW padlock) to aid removal of weed in the lock.

SM said there were no current plans but if given a list of issues he could raise notifications:

SM confirmed that 3 weeks of reed cutting had started today.
Overstaying report (Ray Rogers)
SM read out a report from the enforcement team:
 The team now have Ipads with apps that determine how long a boat gas stayed at a location (whilst they are on site)  New process has started with 3 reminders being sent before the enforcement process begins.  In September, 60 overstay letters were sent out for the East Midlands area.  Fresh drive on continuous cruisers – craft that don’t cruise are having restrictions placed on their licences unless they secure a home mooring.  10 boats have been removed in the last 6 months from the East Midlands.

Minutes of previous meeting
Newark / Dog Bins – SM has asked Newark Town Council to install more bins but they have no additional budget so we are unlikely to get any more.

 

 

Condition of the Erewash Canal Towpath – HS had asked if anything could be done about improving the towpath between Gadsby’s bridge and Langley mill. SM has put this forward to the Enterprise team and they will attempt to gain funding for it.

 

 

Ideas to share the towpath space – HM had asked if we could email him the ideas for sharing the towpath space from NTU. SM had tried to obtain this information but had not yet received it. SM is to request, in this coming years business plan, some funds to install measures to slow down cyclists on the Notts Beeston Canal. SM to confirm if this has been accepted at the next meeting.

Antisocial Behaviour – MS to provide details to SM of a scheme on the SKDC owned section of the Grantham Canal which is proving quite successful. No update as yet.

Stones at Sandiacre Lock Cottage – HS had asked if the large stones put down at the lock cottage during the stoppage could be removed as they were being thrown by local youths and already several windows had been broken. SG confirmed they had been removed. HS confirmed the ECPDA had repaired the windows and the police had installed CCTV. 

 

Kayakers / Anglers – ML/KP had asked if anything could be done to avoid conflict between kayakers and anglers on the Notts Beeston Canal. SM had not yet been able to set up a meeting. See item below.

National Update

 

SM informed the meeting that Richard Parry is hoping to hold an open boaters meeting at Lincoln in late November or early December.SM informed the meeting that as part of a £1m spend on customer service improvements, 4 new visitor moorings are being installed on the Chesterfield Canal. NJ asked if anything could be done at Lincoln. SM to put an item in the business plan to try to improve Lincoln visitor moorings and possibly extend them.

 

SM outlined the changes to the organisation that are being planned at present to allow alignment with the new strategy. These changes will come into being on the 1st November. Essentially some of the technical aspects of the waterway will be moved into central teams allowing the waterway to focus on customer service. HS asked for a family tree to be issued.

 

As part of the partnership action plan SM is hoping to introduce measures to try to get more boaters on the River Trent and specifically the Tidal Trent. He is hoping to get together a working group to look at ideas. JS asked if he could take part and advised the group that the TBA charts had been recently updated. SM to look at setting this group up in the New Year.

 

SM indicated that the partnership were keen to engage with as many young people as possible so if anyone had any ideas, could they send them on. AR advised that a number of young people had been involved in the canal clean up at Sawley.

 

SM said that as part of the new structure, a new post of Development & Engagement Manager would be advertised shortly.

 

SM then read out the national update from the Customer Service Manager covering such items as winter moorings, enforcement and licences.

Progress with finding new visitor moorings sites (RA) – Although there had been some success on the Chesterfield canal there were no sites yet identified with potential in the southern patch. GS suggested the landowner for a section for 380 m between Hazelford ferry and Hazelford weir was interested and would install some long term and visitor moorings. SM said it sounded like a reasonable proposition and would be happy to be contacted about this. 

 

Progress with outdoor swimming sites (RA) – Following agreeing a licence to swim with Yorkshire Outdoor Swimmers at Harthill Reservoir, SM was happy to receive any proposals for the use of other reservoirs. 

 

Canoes, Rowers and Dragon Boats & Angling (IM) – IM and TW reported numerous incidents with canoeists and rowers impacting on fishing and ignoring the 7yd rule. SM to set up a meeting with IM, TW, DK, DT and the rowers and the canoesists.

Grouting at Sandiacre – HS reported that it had not been successful as the lock was still leaking. SM to obtain a report from the engineer.

Preventing canoes on the Trent Backwater – JB asked if a sign could be put up on top of Averham weir to deter canoeist from coming down the backwater and disturbing the fishing. SM to investigate the options.

Trees have been cut down opposite Sainsburys – and a waterway structure has been exposed. SM to investigate.

Gunthorpe Slip – DT asked if any more works were planned. SM said he had checked out the site and that although not perfect was passable. SM to look into putting down some stone on the surface and / or removing more earth and trees.

Clapper Gates d/s of Gunthorpe – one had been removed. SM was not aware but it was not CRT land so it was difficult to police. 

 

Trent Lock – HS reported that more rubbish was now collecting following alterations to the gates. SG to check on site.

(SR) Weed cutting on the Witham – SM agreed to ask for a regular extra 15 days of weed cutting per year.
